Victorian Style Doll "Boy In a Sailor Suit" Handcrafted Signed by Artist 1984

Offered for sale very charming, handsome young boy doll. It is handcrafted Victorian style boy figurine dressed in a sailor suit/outfit. I believe that dress is made of painted corn husk or some other special paper. The head and hands are bisque, face is hand painted. He has curly light hear, green eyes , pink cheeks and lips. Very cute face.The legs/boots are solid, made of some compact material similar to leather and wrapped all over the legs. Doll is 6" tall. It is from 1984. On the back doll is signed by artist. I am not able to read artist's name, it looks like M. Fogelyn or something similar. Please see all my pictures, try to research and identify the artist. Any suggestion or help regarding artist identification is greatly welcome. Doll has some wear, boy's cup is little damaged, needs to be glued or attached with some pin, so it will not fell down.
